Reduce initial server response time (TTFB) by disabling useless plugins

This plugin allows admins to selectively deactivate non-essential plugins based on a variety of conditions like URL, $_POST, thus making the website faster and reducing CPU utilization. Written for best performance and least possible overheads, zero database queries for the match data because all the data are compiled into PHP coded and stored in OPcache. Typical time overhead is 3-6 microseconds, 250-500 microseconds when checking for post type on the front-end.
